when i was in the 2 year old room at the daycare/preschool i worked at we had a set schedule when we changed their diapers. i would check to see if they were wet. if they were, i'd change them. if they felt dry, i didn't. i'm sure every person and every provider is different. i would maybe ask them, because that is quite a bit of diapers!
